Construction and demolition (C&D) materials are hefty. It is why we can so effectively build roads, bridges and buildings out of them. It's also why, by weight, they are the most significant material in the North American waste stream. This creates a challenge for recycling, as it's usually too expensive, in terms of ROI, to ship most recovered C&D end products, including wood, concrete, drywall, asphalt, and asphalt shingles.

The Global Recycling Standards Organization, home of The Recycling Industry Operating Standard (RIOS), recently elected a new Chairman who will serve a two year term ending in 2020. The position of Chairman on the GRSO Board of Directors, like all directors is an unpaid, volunteer position.
Canada Fibers Ltd. (CFL) has announced that it has filed a statement of claim with the Superior Court of Ontario asserting damages arising from breach of contract by the City of Hamilton. CFL's decision to file the claim follows over 12 months of negotiations with Hamilton staff that culminated in a recommendation by the City's staff proposing measures to resolve the breach and end the dispute. Unfortunately, Hamilton City Council has rejected the compromise recommended by staff and made it necessary for CFL to seek a remedy in the courts.
Five countries agreed to The Ocean Plastics Charter, an annex to the Charlevoix Blueprint for Healthy Oceans, Seas and Resilient Coastal Communities, at the G7 Summit this past weekend. The American Chemistry Council (ACC) issued the following statement.
ISRI received information May 22 that the Chinese Government will allow CCIC's Canadian operations to temporarily undertake pre-shipment inspections and issue certificates for U.S. scrap shipments bound for China. The authorization has been issued starting immediately through the end of the suspension of the U.S. operations on June 4. Containers will still be subject to 100% inspection upon arrival.
Resulting from new legislation, Ontario Tire Stewardship (OTS) is scheduled to wrap up operations by the end of 2018. Until then, the organization will continue to maintain a successful recycling infrastructure and manage used tires in the province to ensure they are properly recycled.

ISRI testifies against product stewardship legislation which overlooks value of recycled commodities
The Institute of Scrap Recycling Industries (ISRI), the Voice of the Recycling Industry, February 22, offered testimony in front of the State of Connecticut General Assembly Joint Environment Committee opposing a new product stewardship bill, HB 7067, which the association says could prove harmful to the recycling industry. According to ISRI, the legislation would give the state’s Commissioner of Energy and Environmental Protection (DEEP) unbridled authority to set up extended producer responsibility (EPR) programs for “any object or substance identified in regulations adopted pursuant to this section.”
The Recycling Industry Operating Standard (RIOS™) and Canadian Association of Recycling Industries (CARI) have announced the formation of a partnership, making CARI the first association outside of the United States to join RIOS’ Affiliate Association program. This partnership will provide additional member benefits to CARI’s members and provide a platform for RIOS to continue to grow globally.
The global environmental toxic trade watchdog organization Basel Action Network, together with two Chilean NGOs -- FIMA and the Terram Foundation -- have urged the government of Chile to fulfill its international commitments to end transboundary trafficking in hazardous wastes. As part of the public consultation of one of the regulations, the three environmental advocacy organizations are urging the government to respect its international commitments concerning the import and export of hazardous waste.
ASTM International’s committee on waste management (D34) recently launched work on three proposed new standards. Anyone with an interest in waste management is invited to join the work on the following proposed standards, which are being developed by a subcommittee that focuses on treatment, recovery and reuse (D34.03).
On November 30, 2016, the Resource Productivity and Recovery Authority (RPRA) was proclaimed as part of the new Waste-Free Ontario Act, 2016 which received Royal Assent in June, 2016. The Institute of Scrap Recycling Industries (ISRI) recently submitted comments to the United States Copyright Office, a department of the Library of Congress, supporting a permanent exemption for mobile communications device unlocking as well as broadening the exemption to all types of mobile communication devices allowing lawful owners of these devices to use them with the service provider of their choice. The comments are in response to the Office’s Section 1201 Study, a part of the Digital Millennium Copyright Act (DCMA).

Late 2015 continues as a tough time to be in the shredding business. Scrap prices continue to find new lows while the input side of the business tries to adjust to the change in value. It may be the sign of a fundamental reset in the value of scrap.
