Oregon’s recycling modernization law comes into effect, takes aim at EPR

The Recycling Modernization Act holds producers of packaging, paper, and foodware responsible for end-of-life management

In 2021, Oregon passed the Plastics Pollution and Recycling Modernization Act (SB 582), a new law focused on updating and improving the state's recycling system. Finally going into effect, the law will make recycling easier, better for the environment, and fairer for workers, all while holding businesses accountable for the packaging and paper waste they produce. 

Recycling improvements across the state 

In an effort to improve everyday recycling for residents of Oregon, drop-off sites and special collection events for things like Styrofoam and plastic bags will increase throughout the state. As well, the materials accepted across municipalities will become standardized to ensure a cohesive system of recycling state-wide. 

A stronger circular system 

Another major benefit of the law strengthens the existing requirements to turn recyclables into new products. Recycling facilities must track where materials go after sorting, follow health and safety rules, and pay fair wages. These improvements mean you can recycle with renewed confidence. 

Increasing extended producer responsibilities

At the core of the act is the emphasis on Extended Producer Responsibility (EPR). Companies that make or sell products will be held accountable for their end-of-life management, including recycling. These responsibilities can take many forms, such as creating packaging that can be easily recycled or composted, including smart labelling that ensures material recycling facilities can better separate the components, or creating return-it systems for packaging and products. 

A major change coming in July 2025 as the bill takes effect is that the Producer Responsibility Organization (PROs) will collect fees from producers while working with local governments and recycling processes to implement changes. All cities and counties in Oregon will also be eligible to receive funding from PROs to expand recycling opportunities where some might be lacking. 

The Recycling Modernization Act is a significant step toward a more sustainable and responsible recycling system in Oregon. Producers can easily share the responsibility and management of the waste they create.
